Equality Framework for Local Government
The previous model used by Local Government was the Equality Standard for Local Government (ESLG). This Standard had 5 levels (levels one to five) and was self assessed against predetermined criteria.
The Equality Framework for Local Government (EFLG) introduced in April 2009 has 3 levels (Level 1: Developing, Level 2: Achieving and Level 3: Excellent).
Horsham District Council is working towards consolidating our progress against the Developing level (Level 1) and will be moving towards Achieving (Level 2 in the next year or two). One of the key changes between the ESLG and EFLG is the reduction in actions from 167 to 88, which authorities can implement in ways that are relevant and proportionate to our needs.
The levels can be summarised in 3 lines:
- Developing - Understanding the importance of equality
- Achieving - Developing better outcomes
- Excellent - Making a difference
The Framework has 5 main areas of work:
- Knowing your communities and equality mapping
- Place shaping, leadership, partnership and organisational commitment
- Community engagement and satisfaction
- Responsive services and customer care
- A modern and diverse workforce
