LICENSING FOR HOUSES IN MULTIPLE OCCUPATION

  • Do you rent out property?
  • Does your property have three or more storeys (including habitable attics or basements)?
  • Does your property have five or more tenants from two or more families?
  • Do the tenants share facilities (kitchens or bathrooms)?

If you answer yes to the above questions you may need a licence from the Council.

From the 6 April 2006 the Government introduced mandatory licensing for certain houses in multiple occupation. The aim is to raise standards of accommodation in the private rented sector, ensuring these properties are to a decent minimum standard of management.

Failure to apply for a licence is a criminal offence and can result in a fine of up to £20,000. The licence is valid for up to five years and a fee is payable for this period. The fees are set to cover the administration of the scheme and Horsham District Council has worked with the other Sussex authorities to develop a common approach. Details of the current fees are set out in the HMO Fees Calculator available to download at the bottom of this page.

If you own a property that requires licensing, you can down load the following application pack, all the forms and the appropriate fee must be returned for the Council to consider it as a complete application.
