Personal Searches of the Local Land Charges
From 9th August 2010 Horsham District Council , in accordance with Statutory Instrument No 1812, will not be charging for inspections of the Local Land Charges Register.

Information Commissioners Guidance on property search information and the Environmental Information Regulations

Horsham District Council has noted the recent advice issued by the Information Commissioner’s Officer on property searches and is currently in the process of interpreting its contents.

In order to avoid delay and confusion to those companies who require CON29 information, Horsham District Council has produced the guidance detailed below:

The Local Land Charges section will not deal with CON29 requests made under EIR. These requests should be directed to the Council’s FOI officer, further details can be found on the Council’s Freedom of Information web pages or email foi@horsham.gov.uk

Please remember that information supplied under and EIR request is not to be re used for commercial purposes without a re-use of information licence for which there is a charge. Further information about such licences can be seen on the Freedom of Information Section of our website.

How do I book an appointment to view the Local Land Charges Register on a property?

1. Make an appointment by telephone with the Local Land Charges section - (01403) 215286 or 5472.
2. Provide the full address of the property and a plan by email or fax that uniquely identifies the property at 1:1250 or 1:2500 scale

Both steps must be completed 5 days prior to the requested appointment time.
We respectfully remind personal searchers that it is their responsibility to interpret the Local Land Charges registrations and enquiries in this respect should not be addressed to staff in the Local Land Charges section.

What do I need to provide in advance?

The full address of the property and a plan by email or fax that uniquely identifies the property at 1:1250 or 1:2500 scale.

Will training in how to use the Local Land Charges system be provided?

Full instructions in how to use the Local Land Charges Registers are available in the reception area of Park North and the Planning Receptionists will also be available to assist in the use of the computer system but not with providing an explanation or interpretation of the information.

What happens if I need to cancel an appointment?

If you need to cancel a search, we require at least two full working day's notice, regardless of the time of day your appointment is booked for.

If for any reason you wish to reschedule a search, the same notice period applies - two full working days ahead. This is to be fair to all Personal Search Companies, so they have the opportunity to make use of an appointment slot that has been cancelled or rescheduled by another company.

How much of your system is computerised?

The vast majority of the information needed to undertake a Personal Search is available on the computerised systems.
