Planning Policy
The preparation of planning policy documentation and guidance in Horsham District is done by the Strategic Planning Team.
The 2004 Planning and Compulsory Purchase Act (updated 2008) changed the nature of planning policy in England and introduced the need for local authorities to produce ‘spatial’ planning policies that go beyond traditional land use planning.
Horsham District Council was one of the first authorities to sucessfully have its Core Strategy adopted in February, 2007. This document is the principle document in a suite of statutory spatial planning documents known as the Local Development Framework (LDF).
The Localism Bill was given Royal Assent on the 15 November 2011, making it the Localism Act, 2011. One of the main changes coming through the Localism Act is the legal framework for the removal of the South East Plan and other regional planning documents. Once removed, it will be the responsibility of local authorities to determine and plan for their own local housing requirements. Horsham District Council is in the process of preparing a new planning framework which considers the revised national level policy. This is to be known as the Horsham District Planning Framework.

The Draft Horsham Town Plan SPD and Draft Sustainability Appraisal have been published for an additional 4 week period of public consultation from 4 May 2012 to 1 June 2012.
The Draft Broadbridge Heath Quadrant Planning Brief has been published alongside the business case relating to the future of the Broadbridge Heath Leisure Centre, for a four and a half week period of public consultation from 5 May 2012 to 5 June 2012.

The How much Housing does Horsham District Need?' Consultation is now closed. Responses to the consultation are being processed and will be reported to Members at Strategic Planning Advisory Group (SPAG) meeting to be held on the 8th May.
The Governments much awaited National Planning Policy Framework (NPPF) has now been published. Details on this together with information on the new Planning policy for traveller sites is available on the Communities and Local Government website.
