Horsham District Planning Framework
The Localism Bill was given Royal Assent on the 15 November 2011, making it the Localism Act, 2011. One of the main changes coming through the Localism Act is the legal framework for the removal of the South East Plan and other regional planning documents. Once removed, it will be the responsibility of local authorities to determine and plan for their own local housing requirements. Horsham District Council is in the process of preparing a new planning framework which considers the revised national level policy. This is to be known as the Horsham District Planning Framework.
Preferred Strategy Consultation
Please find below a statement from Councillor Ian Howard, Cabinet Member for Living, Working Communities:
"The future development of the District is one of the Council's most important responsibilities. We need to ensure that the needs of our residents and their children are catered for and to strike the right balance between the features that make Horsham District a special place to live and ensuring that we provide the homes, jobs and leisure facilities that our communities will require. Last year, as part of this process, the council consulted on options for different rates of future house building. Since then, we have been looking at how we should take the results forward into a new planning framework for our District. The original timetable envisaged that we would have fully completed our discussions by the end of October and have a draft document ready to take to Council. However, given the considerable amount of detail and discussion required, we have decided that we should allow more time to complete this exercise and so the council debate on the draft framework document will now be re-scheduled to a series of meetings in the Spring. Following these meetings and approval for the strategy by full Council, there will be a public consultation on the document. The results of that exercise will then be considered and a final version will be produced and consulted upon. This and the results of the consultation will be submitted to an independent planning inspector who will conduct a public examination of it. We anticipate that this process should enable us to have an adopted updated statutory planning framework in place by the latter part of 2014." (February 2013)
