As part of the preparation of the Local Development Framework for Horsham District to 2018, the Council adopted a Planning Obligations Supplementary Planning Document (SPD) on 29 June 2007.
This document flows from and is related to the Core Strategy and provides details on the provision of affordable housing, services and facilities and the priorities of provision that will be required when land is proposed for development and where a planning obligation would be sought.
The SPD is accompanied by a set of separate annexes that contain the actual levels of contributions that will be required, including the relevant formulae as well as build cost evidence where appropriate. The annexes will be reviewed annually and updated by publishing on this website. The current annexes cover the period 2008-2009 and are available below.
A Sustainability Appraisal/Strategic Environmental Assessment (151kb) has also been prepared and accompanies the SPD, together with the SA/SEA Adoption Statement (89kb).
Contributions Calculator
The Council has developed a calculator tool that may be used alongside the SPD and Annex document to calculate estimated contributions for residential development. Please contact the Council for support on using this tool.
Please note that the calculator will only estimate Horsham District Council contributions. Please see the County Council website for County contributions.
The need for 'pooled' contributions
The Council has prepared a clarification note setting out our position on the requirement for financial contributions to be 'pooled' towards necessary infrastructure and community facilities which are off-site, but related to the proposed development.
