A Public Examination (press advert) into representations on the soundness of the General Development Control Submission document opened on 4 September 2007 at the Council Offices, North Street, Horsham.
In accordance with section 20 of the Planning and Compulsory Purchase Act 2004, the Secretary of State has appointed David Vickery DipTP MRTPI of the Planning Inspectorate to conduct the examination to determine whether the General Development Control Policies Development Plan Document is sound. The Inspector will examine the representations and prepare a binding report for submission to the District Council.

The Pre-Examination Meeting (PEM) took place on Monday 25 June. The Pre-Examination Meeting Notes (70kb) have been issued and gives details of what was discussed at the PEM.

Schedule of Changes to the General Development Control Policies DPD
The attached document represents a Schedule of Suggested 'rolling' Changes (360kb - updated 6 Sept) that are being put to the Inspector in advance of the Examination Hearings. The Schedule is an evolving document that may change further until the close of the Hearings.
Test of Soundness self assessment toolkit
The Planning Inspectorate (PINS) recommends that local authorities undertake a self-assessment of each Development Plan Document (DPD) to ensure that they have produced a sound DPD, with regard to the tests of soundness in PPS12. The Planning Advisory Service (PAS) is preparing a self-assessment toolkit to help local authorites with this process. The Council has used the self assessment toolkit to demonstrate to the Inspectors who are examining the Horsham District Council General Development Control Policies documant that it is sound. The tables in the toolkit set out each stage in the production of the General Development Control Policies document identifying what evidence is provided to demonstrate that the statutory requirements have been met.
