New Committee Chairmen at Council
3rd July 2007
ALL CHAIRMEN and Vice-Chairmen have now been elected onto Horsham District Council’s committees.
The details are as follows:
Cabinet
Cllr Liz Kitchen (Leader of the Council)
Cllr Robert Nye (Deputy Leader of the Council)
The Cabinet is the part of the Council which is responsible for most day to day decisions. It has to make decisions which are in line with the Council’s overall policies and budget. If it wishes to make a decision which is outside the budget or policy framework, this must be referred to the Council as a whole to decide.
Scrutiny and Overview Committee
Cllr David Sheldon (Chairman)
Cllr Roger Arthur (Vice Chairman)
The Scrutiny and Overview Committee assists in the strategic development of Council policy and scrutinises the Council's decision making processes. It can call in Cabinet decisions and review issues of local concern as well as monitor and review the delivery of services. The committee can also scrutinise the activities of certain outside bodies.
Development Control (North) Committee
Cllr Ian Howard (Chairman)
Cllr Gordon Brown (Vice Chairman)
Development Control (South) Committee
Cllr Sheila Matthews (Chairman)
Cllr Leonard Warner (Vice Chairman)
These committees deal with planning applications, tree preservation orders and enforcement matters throughout the Horsham District.
Audit, Accounts & Governance Committee
Cllr Gordon Lindsay (Chairman)
Cllr Leonard Crosbie (Vice Chairman)
This committee is principally concerned with audit and accountancy matters, for example the Council’s statement of accounts, financial regulations and risk management.
Licensing Committee
Cllr Christian Mitchell (Chairman)
Cllr Keith Wilkins (Vice Chairman)
The Licensing Committee is responsible for the Council’s licensing functions – a common example would be the licensing of pubs and clubs.
Personnel Committee
Cllr Mrs Claire Vickers (Chairman)
Cllr Ian Shepherd (Vice Chairman)
The Personnel Committee deals with staffing matters (e.g. health & safety, training).
Standards Committee
Mr Eric Blackburn (Chairman) (non-Council member of the Committee)
Cllr Pat Rutherford (Vice Chairman)
The Standards Committee has an independent Chairman who is not connected to the Council. The Chairman oversees issues relating to the Members’ Code of Conduct in respect of District and Parish councillors, probity and the ethical framework.
