New code of conduct for elected members

NEW codes of members’ conduct have been adopted by Horsham District Council and local Parish Councils.
The new Model Code of Conduct for members replaces those introduced in 2002 and was issued by the government on 4 April 2007.
Horsham District Council adopted its code on 27 June 2007 and has been working closely with the 32 Parish Councils in the Horsham District to ensure that their new Parish Codes were adopted.
All Parish Councils in the District met the deadline of 1 October 2007.
Councillors have to agree to follow the code of conduct to ensure high standards in the way they undertake their duties. Horsham District Council’s Standards Committee trains and advises them on the code of conduct.
The Codes of Conduct cover areas of individual behaviour such as members not abusing their position or not misusing the authority's resources.
In addition, there are rules governing disclosures of interest and withdrawal from meetings where members have relevant interests. Members are also required to record their financial and other interests.
Eric Blackburn, Independent Chairman of the Standards Committee at Horsham District Council, said:
“Confidence in local democracy is a cornerstone of our way of life.
“Our work is important to everyone who cares about the maintenance of an open and honest system of local governance.
“It can only be achieved when elected and co-opted members of the Horsham District are seen to live up to the high standards the public has a right to expect from them.”
