Strategic Housing Land Availability Assessment

PROPOSED housing sites are being sought by Horsham District Council to help identify possible locations for new residential development.
The Government has made it clear that local authorities must maintain an adequate supply of potential new housing sites in their areas.
As such, all councils have to consider where new housing development might be located within their boundaries and assess all potential opportunities.
Horsham District Council is, therefore, currently undertaking a Strategic Housing Land Availability Assessment (SHLAA).
The assessment will form an important evidence base to ensure sufficient delivery of land for housing in the Horsham District and will in due course inform the review of the Horsham District Local Development Framework Core Strategy.
The Assessment aims to identify potential housing sites, in five yearly periods, for the next 15 years.
As part of the assessment, landowners, developers and individuals are able to submit details of sites for consideration as potential housing development opportunities to the Council for inclusion within the SHLAA.
The land has to be within Horsham District, capable of accommodating six or more dwellings and likely to become available for development or redevelopment within the next 15 years.
Land can be submitted to the Council for consideration by completing a Site Assessment Form which will be available from 7 April 2008 on Horsham District Council’s website by calling 01403 215398, or from the Council’s offices at Park North, North Street, Horsham.
All proposed sites and comments need to be submitted to the Council by 2 June 2008.
Along with the site assessment form, Horsham District Council has produced a draft project brief and methodology which provides further information and outlines the process for completing the SHLAA.
It is also possible to comment on the draft methodology during the consultation phase.
Whilst the Strategic Housing Land Availability Assessment provides an important evidence source for potential housing sites, it does not in itself determine whether a particular site should be allocated for housing development.
This will be considered as part of the Local Development Framework process and in full consultation with all interested parties, including local communities.
