How to stop rubbish being illegally dumped

MEMBERS of the public are being reminded that they have a legal duty to take reasonable steps to ensure that their rubbish or unwanted items are properly disposed of - and how this can be done.

All household waste can be responsibly disposed of through the Acorn household refuse and recycling scheme plus a variety of other ways.

In addition, there are over 70 Community Recycling Points throughout the Horsham District, where materials such as glass, textiles, shoes and books can be recycled.

There are also Household Waste Recycling sites at Southwater and Billingshurst where it is possible to take a variety of items including:

  • tyres
  • fridges and freezers
  • household and car batteries
  • gas bottles
  • mixed paper and cardboard
  • excess or bulky garden and household waste

Furniture and other bulky items can be collected for a fee and by prior arrangement. For more information please call 01403 733144.

Abandoned vehicles can be reported via Horsham District Council’s website, or by calling on 01403 733144 advising the full details of the vehicle and its location, or by calling Sussex Police non-emergency number 0845 60 70 999 and leaving  full details of the registration number and location via an automated voice form.

Speaking recently, Ian Jopling, Head of Environmental Management, Waste and Cleansing at Horsham District Council, commented:

“Householders now have a legal duty to take ‘reasonable measures’ to ensure that household waste produced on their property is passed on to an authorised person.

“I urge anyone who has waste removed by anyone other than the Council to ensure that they have a Waste Carriers Licence.

“Responsible organisations will be happy to give details of their registration but if there is any doubt it is best to seek advice – we are always happy to help.”

Horsham District Council will seek to prosecute illegal fly tipping, where possible, and encourages members of the public to report any incidents so that action can be taken.

The Waste (Household Waste) Duty of Care (England & Wales) Regulations 2005 introduced a new duty on householders on 21 November 2005. This requires them to take reasonable measures to ensure that household waste produced on their property is passed on to an authorised person.
