Residents’ carer permits

West Sussex County Council is aware that a number of disabled and/or elderly residents living within the CPZ rely on regular visits from care organisations, relatives, friends etc. in order to maintain an independent lifestyle and remain living at home.  To assist these residents the Council has introduced a Residents Carer Permit.

If you do not own a car and would like to apply for a Residents Carer Permit, please contact Horsham District Council.

Loading and unloading

Vehicles may wait in a parking bay whilst loading or unloading at premises adjacent to the bay, except where the parking bay is suspended.  Vehicles may also wait on yellow lines to load and unload, except where loading restrictions are in force. A vehicle must not wait where it would endanger or inconvenience pedestrian or other road users.

Parking for tradespeople

Where residents employ contractors or tradespeople to carry out work at their home and the resident does not have off street parking facilities, the contractor may need to park in the road during the hours of parking enforcement.

In certain cases, exceptions to the restriction may be allowed.  Please contact Horsham District Council to discuss your circumstances.

Parking bay suspensions

Parking suspension means ordinary parking facilities have been removed and parking is temporarily not permitted.

A sign near any suspended parking bays will specify the days and times during which the suspension applies.

If you stop or park in a suspended bay, you may be issued a Penalty Charge Notice. Blue Badge users are not permitted to park in suspended bays.

Reasons for suspensions:

  • building works, where space is needed for works vehicles
  • domestic and business removals
  • special events, such as filming, weddings and funerals
  • security, for instance when we are advised by the police to suspend parking
  • loading or unloading
  • emergencies

Suspension of residents' parking bays:
Whenever a residential parking bay is going to be suspended, advanced warning will be given, where possible, before the suspension comes into effect.

However, it is advisable that residents check the bay where their vehicle is parked on a daily basis, to make sure that parking has not been suspended at short notice.

Apply for a suspension:
Suspension costs £15 and can be requested by completing the parking suspension application form.
