A Major incident is defined in The Association of Chief Police Officers “Emergency Procedures Manual” as any emergency which requires the implementation of special arrangements by one or all of the emergency services

Should an emergency be anticipated or a minor incident appear likely to grow, it may be possible for agencies most likely to be affected to take preliminary precautionary measures in accordance with pre-arranged plans.
