Up to £40,101 LAR (progression within the grage dependent upon qualification, experience and duties undertaken) Plus Travel Allowance of £3,534.36 p.a.

Horsham District is a dynamic area, with a population of over 126,000, and subject to considerable pressure for growth and change. Much of the District is, however, still rural in character embracing parts of the High Weald and Sussex Downs AONBs, and with attractive small towns and villages. The District Council has built a reputation for securing the maximum benefit to the area from new development and in securing the highest quality environment, as well as being a leading authority in taking forward the Local Development Framework process, including through appropriate development management.

The work of the Strategic and Community Planning Department is entering an important stage, particularly with the challenge of implementing the strategic development proposals derived from the current Core Strategy, and with the prospect of more major development proposals to follow in the near future. In response to the promotion elsewhere of a key officer, the Council is seeking to appoint a well-motivated and committed planner to the post of Major Development Planning Manager. This is an interesting and challenging post and an appropriately experienced and qualified person is therefore required to oversee and manage all development management aspects of the implementation of strategic development proposals, including as currently proposed for the West of Horsham development (planning applications expected in September 2008); and, jointly with Crawley Borough Council, the strategic development West of Bewbush, for which the Joint Area Action Plan was recently submitted and planning applications are expected by mid-2009.

You will be the focal point of contact for developers, their consultants and stakeholders, including the local councils and amenity societies, as well as having specific responsibility for the co-ordination of all staff and other resources allocated to the corporate project teams that will be established to work on the major applications. Extensive experience of dealing with major planning applications and complex legal agreements is required (including good negotiation skills and an aptitude for design matters).

You must have the confidence to deal with the relevant matters based on sound development management knowledge, including on relevant advice (especially re-PPAs, etc). Substantial experience in co-ordinating a range of planning applications and agreements as part of the implementation process will be an advantage. Sound administrative skills, a flexible approach to work and attention to detail are essential requirements. Horsham District Council makes extensive use of Information Technology and you must therefore be computer literate with a first rate knowledge of appropriate systems.
