- Horsham is a highly ambitious council with a track record of improving local services.
- It provides strong community leadership, listens to the views of local people and works well in partnership with other agencies.
- The council has an impressive record of developing new community facilities, such as Pavilions Leisure Centre.
- Public spaces are attractive and well managed by the council and it has made a significant contriution to the regeneration of Horsham town centre.
- Local people are satisfied with their council services.

We looked at how well the council is run and how effectively it has established local partnerships with other councils and local bodies.
An assessment of the council's 'financial standing' was done, which looked at how the council set and controlled its budgets (on the scale: 1-4, with 4 being the best):
