CONTRACTOR AND CONSULTANT PRE-QUALIFICATION

In order to undertake work for the Council you are required to pre-qualify to ensure you meet the Council's standards with regard to such areas as Environmental, Health and Safety and Human Rights Issues.
The Council also needs to be sure that its suppliers have the financial security to fulfill any contract awarded.
The Council's preferred route for pre-qualification is with Constructionline, further information and downloadable application forms are available from http://www.constructionline.co.uk/.
Constructionline is the Government approved register of pre-qualified contractors and consultants established and owned by the Department of Trade and Industry. Constructionline is strongly supported across the industry and has received the endorsement of all principal trade associations and industry umbrella organisations. The service will give us greater flexibility in the selection of tenders with over 1,000 categories of work, precision in search locations, greater accuracy of selection within specific contract values and it will significantly reduce the administrative time and costs involved in maintaining our own approved lists.
Constructionline is currently used by over 1700 public and private sector organisations including national, local and regional government and the health service, including Horsham DC, Crawley BC, Mid Sussex DC and Worthing BC, when selecting firms for contracts/commissions and this number is continuing to increase month-by-month. Since early 2000, main contractors and consultants have also been able to access the system for selection of their sub-contractors and partners. The cost of joining Constructionline is based on the annual turnover of the company, for the smallest enterprise with a turnover of less than £250,000 the annual fee is only £70 plus VAT.
Constructionline have also recently introduced the Small Firms Reference Requirement (SFRR) by which small firms with an annual turnover of less than £150,000 have a reduced requirement for the provision of references.

The use of Constructionline is not mandatory, although it is Horsham District Council’s preferred route for suppliers to pre-qualify. Any contractor or consultant that does not wish to enrol with Constructionline may apply for pre-qualification solely to work with Horsham District Council.
