COUNCIL'S STATEMENT OF ACCOUNTS 2004/05

It is a pleasure to introduce the Council’s accounts for 2004/05, which confirm the continuation of a strong financial position for the authority and major investment in the community.
In the past 20 years, we have built new community centres, sports and recreational facilities, and modernised Horsham town centre.
Major schemes of interest in the last financial year include the “Y” Centre, due for completion in August 2005, which will help to address the problems of homelessness amongst the District’s young people, with café and conference facilities available to the general public. The Southwater project has continued to make good progress towards a revitalised village centre, whilst partnership working with the local Primary Care Trust has begun to provide a new health centre at Pulborough and also at Steyning.
In January 2005, the Council assumed responsibility for licensing of premises where alcohol is sold and plans have begun for Horsham to take responsibility for on-street parking enforcement, currently the responsibility of Sussex Police.
The delivery of value for money services within the district at affordable cost continues to be a priority for the authority.

The Council’s accounts for the financial year 2004/05 are set out in the document below. They consist of: -
- The Statement of Responsibilities which sets out the respective responsibilities of the authority and the Chief
Financial Officer for the accounts. - The Statement of Accounting Policies that discloses the accounting principles and concepts that have been
used in the preparation of the accounts. - The explanation of provisions and reserves that identify those items earmarked in the Council’s accounts to
cover future expenditure. - The Consolidated Revenue Account, the principal revenue account covering the income and expenditure of all the services for which the Council is responsible. It brings together expenditure and income relating to all the local authority’s functions in four distinct sections.
