How to ask a question at meetings of Full Council

If you are a resident or work within the Horsham District, you may attend and ask questions at Horsham District Council meetings.

Questions need to be relevant to functions the Council is responsible for and those which specifically affect the district.

Please ensure that you read the ‘Public Speaking at Meetings Procedure Rules’ in the Council's Constitution to ensure that your question is within scope to be accepted.

To give councillors time to prepare a full response, questions must be received in writing or by email to the Chief Executive three clear working days before the day of the meeting.  Council meetings are normally held on a Wednesday, so questions would need to be received by 5pm on the Thursday before the meeting.

Emails should be sent to committeeservices@horsham.gov.uk and each question must include the name and address of the person asking the question.

Quick check list for questions at Council

  • Is the Council responsible, or does it specifically affect the district?
  • Send one question, per person by 5pm three clear working days before the meeting
  • Questions should be addressed to the Chief Executive in writing or email to committeeservices@horsham.gov.uk
  • Once accepted, you must attend the Council meeting in person only and you will have two minutes to ask your question.
  • Questions are received on a first come, first served basis. A maximum of six individual questions can be asked at Council meetings with an overall limit of 15 minutes.

Asking questions at other meetings

Questions at Extraordinary Council Meetings be must related to the business of the meeting.
