About the role:
This is an exciting opportunity to join a high performing procurement team which provides strategic and technical procurement advice and tender management services to Crawley Borough Council, Horsham District Council, Mid Sussex District Council and until March 2027, Mole Valley District Council. Our team has a significant track record of implementing successful contracts offering value for money outcomes and transforming the way services are delivered. We are looking for an individual to join the team in the role of Procurement Officer, with the opportunity to progress into the role as a Senior Procurement Officer.
We are looking for an enthusiastic, flexible and resilient individual who thrives on challenge, has a strong desire to continually improve practice, and who can deliver an excellent customer focused service. There will be opportunities to further your career through training and development, and continuous professional development is supported and encouraged.
In order to be successful you will need to be an innovative clear thinker, with the ability to work with a team to deliver a project on time. You’ll need excellent interpersonal and influencing skills. It is vital that you are a team player and happy to help and support others. This is a busy service with often changing priorities, so you will need to be well organised, resilient and adaptable.
You will be working in a fast-paced environment ensuring the smooth delivery of multiple procurement projects at any given time. This is a hands-on role that requires a proactive individual who is willing to learn, share their experience and champion a best practice culture with stakeholders that ensures savings are made through innovative procurement and contract management.
You will need to successfully deliver a programme of procurements which will include large-scale contracts, undertaking open tenders as well as mini competitions through framework agreements. You’ll need to demonstrate experience of running a procurement process from inception through to contract award and implementation. You will also need to demonstrate an understanding of how to develop effective tender documentation and evaluation criteria.
You will be undertaking market and supplier analysis to inform procurement activity, and delivering training across the councils, so an eye for detail, the ability to undertake research and analysis along with sound IT skills is essential.
This is a varied and interesting role with opportunities to work with senior leaders and build experience across a broad range of category areas, including professional services, construction and regeneration, facilities management, waste, community and culture, corporate resources, IT and fleet.
The head office location is at Crawley Borough Council; however, you will be situated between the shared service locations which also includes Horsham, Haywards Heath (and until March 2027, Dorking) depending on the projects that you are assigned to, and team needs.
Additional information:
A full and current UK driving licence will be a requirement of the role as travel between sites will be required.
Employee benefits:
We offer a generous employee benefits package, with a range of discounts, benefits and wellbeing incentives to suit everyone.
At Crawley Borough Council, you will have access to a structured programme of learning from day one, designed to help you succeed in your role and grow your career.

Our shared values and behaviours reflect the special nature of our council. We encourage all colleagues to put them into practice, whatever job they do. Take a look to see if we are the perfect match.
