National Register of Refusals, Revocations and Suspensions (NR3S)
The National Register of Taxi Licence Refusals, Revocations, and Suspensions Register (NR3S) is a register of information about times when a licensing authority has refused, suspended, chosen not to renew, or revoked a taxi or private hire vehicle driver’s licence, based on safeguarding or road safety information about the driver.
The register is run by the National Anti-Fraud Network Data and Intelligence Services (NAFN).NAFN is a not for profit, unincorporated body formed by its members to provide services which support their work in the protection of the public interest. NAFN staff are employees of Tameside Metropolitan Borough Council.
All licensing authorities in England must:
- add details of any refusal to issue or renew a taxi or private hire driver licence application to a national register for safeguarding or road safety concerns
- record any revocation or suspension of a taxi or private hire driver licence on this register if it relates to safeguarding or road safety concerns
- search the register before issuing or renewing any taxi or private hire driver licence
If a licence is refused, revoked or suspended, all licensing authorities in England must record information about the applicant on the NR3S database. This information will be held for up to 11 years. Historic decisions may also be added to register.
This is to assess whether an individual is a fit and proper person to hold a taxi or private hire drivers licence

Taxi and Private Hire Complaints
To file a complaint about a taxi in Horsham District Council the process is as detailed below.
Should you wish to make a compliment or complaint regarding a journey, the condition of a vehicle or the conduct of a driver, please include as much detail as possible within your contact letter/email correspondence including (where known) the:
- vehicle registration number
- make and model of the vehicle
- driver badge or vehicle plate number
- date and day the incident occurred
- time of the incident
We will not investigate anonymous complaints, however your details will remain anonymous unless the case is brought before a Court of Law.
Depending on the severity of the incident you may also wish to report it to the police on 101 or 999.
