At a meeting of Horsham District Council Cabinet Members on 11 December 2023, senior councillors will consider whether the emerging Horsham District Local Plan Regulation 19 document should be recommended for presentation to full Council, which will meet later the same evening.

The Council will be asked to consider proposals for future planning development between 2023 and 2040. If they give their approval, the Local Plan document will be published for a formal ‘period of Representation’ which would take place from Friday 19 January to Friday 1 March 2024.

Following this, the Council will submit the Local Plan to the Secretary of State for Levelling Up, Housing and Communities (the Planning Inspectorate) for independent examination, together with any Regulation 19 representations submitted to the Council.

Horsham District Council Cabinet Member for Planning and Development Cllr John Milne commented:
“I’m really pleased that we have now reached the stage in our Local Plan development when, if Council approves, we can start our Regulation 19 consultation with the public.

I urge everyone, both residents and local business owners, to participate in the consultation and share your views about the Plan. These will be passed on to the Planning Inspectorate for consideration.

The Government requires all local planning authorities to keep an up-to-date Local Plan as a legal obligation, and sets a target to build a certain number of new homes each year.

The Horsham District Local Plan sets out how the District will deliver the required number of homes in a sustainable way. It must do so in a way that supports water neutrality and the provision of community infrastructure, transport links and opportunities for local employment.
