Council adopts new four-year housing and homelessness strategy

Housing and Homelessness strategy

Horsham District Council has formally adopted a new forward-looking Housing and Homelessness Strategy for 2026 to 2030.
The new strategy, called Homes for Tomorrow, sets out the aims and objectives of how the Council will prevent and relieve homelessness and deliver more affordable homes for residents of Horsham District over the next four years.

The strategy focusses on:

  • Aiming to reduce rough sleeping numbers
  • Aiming to prevent homelessness with early interventions before it becomes an  emergency
  • Reducing reliance on temporary accommodation
  • Ensuring the Housing Register remains fair, transparent, and accessible
  • Helping people live independently
  • Delivering more affordable homes that meet community needs across the Horsham District

Setting the direction for how housing support and affordable homes will be delivered, the strategy also takes account of how housing pressures have evolved locally and nationally in recent times and sets a clear course for future housing support.

Horsham District Council Cabinet Member for Housing and Communities Cllr Sam Raby said: “Everyone deserves a place to call home — one that’s safe, secure, and supports their wellbeing regardless of their circumstances, in order to give them essential stability in their lives. Our Homes for To-morrow strategy is set to deliver this.

Early help to prevent homelessness before people reach crisis point, increased partnership working to create the right tailored solutions and the delivery of more affordable homes for local people are at the centre of our new strategy.

“This is a long-term practical strategy which we will review annually and update as needs and housing challenges change to make sure it is responsive. It will make a real difference to local residents’ lives, im-proving their health, wellbeing and independence which is essential to help them thrive.”

In developing the strategy, the Council has worked in close collaboration with a broad range of partners including local MPs, central government representatives, supported housing providers, housing associations and local community organisations, amongst others.

The strategy will be reviewed every year to ensure it is responding to ever changing resident needs, changes in government policy and the overall affordable housing sector.
