Horsham District Local Plan 2023-2040: Main Modifications
Following the appointment of a new Local Plan Inspector, Jonathan Bore, the examination of the Horsham District Local Plan 2023 - 2040 has recommenced. The first set of hearings were held in April 2026 and focussed on the Council's housing requirement (also referred to as target), potential sources of housing supply, as well as matters relating to affordable housing and employment.

On 5 May 2026 the Inspector wrote to the Council setting out his interim conclusions and action points. In order to respond to the Inspectors feedback, the Council has undertaken additional work to identify a revised housing requirement, together with a number of additional housing allocations. Work has also taken place to suggest modifications to several other policies in the Plan.
Each modification is set out in the Schedule of Proposed Main Modifications to the Horsham District Local Plan 2023-2040. In accordance with the requirements of the Town and Country Planning (Local Planning) (England) Regulations 2012, the Schedule of Proposed Main Modifications is subject to a six week period of representation, commencing 12noon, Monday 13 July 2026 to 12noon, Monday 24 August 2026.
