Horsham Town (Un-parished area) neighbourhood planning

Horsham Blueprint Business Neighbourhood Forum is a designated body of the Unparished Area of Horsham Town. The Forum comprises of representatives from Denne Neighbourhood Council, Forest Neighbourhood Council and Trafalgar Neighbourhood Council. The Horsham Blueprint Business Neighbourhood Forum's Neighbourhood Plan (HBBNP) area has been Designated.

Horsham Blueprint Business Neighbourhood Plan Referendum (20 October 2022)

The Horsham Blueprint Business Neighbourhood Plan has successfully passed examination. Further work has been undertaken with regards to Water Neutrality. HDC together with Natural England has agreed the plan has demonstrated it has met the legal requirements for the plan to be water neutral.

A core principle of neighbourhood planning is that a referendum at the end of the process ensures communities, including businesses, have the final say on whether a neighbourhood development plan or order can come into force. These will affect decisions on new development proposals in the area. Horsham is the main business hub for the district and has been designated for the purposes of Neighbourhood Planning a business area. Neighbourhood Planning (Referendums) (Amendment) Regulations 2013 make provision for the conduct of additional “business referendums”. These additional referendums are required for a neighbourhood area which has been designated as a Business Area and are in addition to the residential referendum for the area. A Residential and a Business Neighbourhood Planning referendum will be held together on 20 October 2022. If you are eligible to vote you will be sent a polling card in the coming weeks indicating where and how you can vote.

The two referendums must be held on the same day. In this instance the outcome of the business and residents' referendums will be considered separately. If both are in favour of the Neighbourhood Plan it will be adopted. If both reject the Neighbourhood Plan it won't be adopted. Where the two outcomes conflict with each other the decision about whether or not to adopt the Neighbourhood Plan will rest with the local planning authority. Once made the HBBNP become a statutory part of the local development plan and have full weight in relevant planning decisions.

Horsham Blueprint Business Neighbourhood Plan Examination (now completed)

Independent examiner Derek Stebbing has been instructed to undertake the examination of the Horsham Blueprint Business Neighbourhood Plan. The examiner will undertake unaccompanied site visits of the area (the week beginning 28 Dec 2020) and has been issued all Reg 16 representations in full. The examiner has produce an Examination Note inviting further comment from specific stakeholders. Stakeholders have until the 15 Jan 2021  to return comments. All comments and responses will be published online.

Horsham Blueprint Business Neighbourhood Plan is now out to consultation in line with the Regulation 16 of the Neighbourhood Planning (General) Regulations 2012 (as amended).

The consultation is for 7 weeks from 5pm 14 September to midnight 2 November 2020.

Redesignation of Horsham Blueprint Business Neighbourhood Forum

The Horsham Blueprint Business Neighbourhood Forum (HBBNF) was designated five years ago to prepare a Neighbourhood Development Plan for the un-parished part of Horsham town.  In accordance with the Neighbourhood Planning Regulations 2012 (as amended), this Forum must be re-designated every five years to allow the process of Neighbourhood Plan preparation to continue.

The HBBNF applied for redesignation of the Neighbourhood Plan Area Forum on the 5 June 2020. The application included the following documents:

There followed a six week consultation (17 June 2020 to 29 July 2020) with 10 representations received. The Council are satisfied the body (HBBNF) meets the express purpose of promoting and improving the social, economic and environmental well-being of the area and is satisfied its membership is open to individuals who live, work and include an elected Member in the neighbourhood area. The application was approved on the 24 August 2020 and a report was issued to Forum members to confirm the redesignation of the Horsham Blueprint Business Neighbourhood Forum Area.
