Proposed Southwater and Shipley Neighbourhood Plan Area Designation

Horsham District Council has received an application from Southwater Parish Council and Shipley Parish Council to designate a joint neighbourhood area. The new proposed neighbourhood plan area covers the entire administrative boundaries of both parishes. These two areas share close economic, social, and environmental ties. Both communities consider a joint approach is the most effective way to address cross-boundary issues, including housing allocations, local green infrastructure, and transport connectivity, ensuring a cohesive strategy for both communities. The application has been submitted in accordance with Regulation 5 of the Neighbourhood Planning (General) Regulations 2012 (as amended) and includes the following documents.

  • A map which identifies the area to which the area application relates
  • A statement explaining why this area is considered appropriate to be designated as a neighbourhood area; and
  • the organisation or body making the area application is a relevant body for the purposes of section 61G of the 1990 Act.

In accordance with Regulation 5 of the Neighbourhood Plan Regulation 2012 (as amended), Horsham District Council is inviting comments on this proposal.

  • Consultation start date: 19 June 2026
  • Consultation end date: 5:00pm, 7 August 2026

All interested parties are encouraged to review the application documents and submit their views on the application only within the consultation period.

Copies of the Southwater and Shipley Parish Neighbourhood Plan Area Application map and supporting documents are available to view on the Horsham District Council’s website below. Hard copies of the documentation are available upon prior request for inspection at following locations:

  1. Horsham District Council offices, Albery House, Springfield Road, Horsham, RH12 2GB between 9am and 4pm Monday to Friday (01403 215100),
  2. Horsham Library, Lower Tanbridge Way, Horsham, RH12 1PJ between 9am and 6pm Monday to Friday (Saturday 9am to 5pm)
