Fixing of Fares for Hackney Carriages

Horsham District Council has launched a consultation seeking views on a proposed increase in taxi fares, as the last review of Hackney Carriage fares took place in 2023.

The Council received a proposal in November 2024 from the local taxi trade to undertake a review of Hackney Carriage fares. The reasons cited were lower fares compared to neighbouring Local Authorities and the increase in the cost of living affecting viability in operating a Hackney carriage in Horsham District. As part of the process, opinions were sought from all Horsham District Hackney Carriage Taxi Drivers, and as a result the suggested new taxi tariff is as follows:

For Vehicles Licensed to Carry 4 Passengers

Tariff 1 - Daytime Rate

Effective for hiring begun between 07.00am and 11.00pm

  • £4.40 For the first 143yds or 25 secs or combination of distance & time (or part)
  • £0.15 For each additional 143yds or 25 secs or combination of distance & time (or part).

Tariff 2 - Night and Holiday Rate

Effective for hiring between 11pm and 7am Sundays and National Public Holidays (except where Double Daytime Rate applies)

  • £6.60 For the first 191yds or 34 secs or combination of distance & time (or part)
  • £0.30 For each additional 191yds or 34 secs or combination of distance & time (or part).

Tariff 3 - Double Daytime Rate

Effective from 11pm on Christmas Eve and 5am on 27 December

and 11pm on 31 December and 7am on 1 January

  • £8.80 For the first 143yds or 25 secs or combination of distance & time (or part)
  • £0.30 For each additional 143yds or 25 secs or combination of distance & time (or part).

Vehicles Licensed to Carry 5-8 Passengers

Tariff 1 - Daytime Rate

Effective for hiring begun between 07.00am and 11.00pm

  • £6.60 For the first 143yds or 25 secs or combination of distance & time (or part)
  • £0.30 For each additional 143yds or 25 secs or combination of distance & time (or part).

Tariff 2 - Night and Holiday Rate

Effective for hiring between 11pm and 7am Sundays and National Public Holidays (except where Double Daytime Rate applies)

  • £9.90 For the first 191yds or 34 secs or combination of distance & time (or part)
  • £0.60 For each additional 191yds or 34 secs or combination of distance & time (or part).

Tariff 3 - Double Daytime Rate

Effective from 11pm on Christmas Eve and 5am on 27 December

and 11pm on 31 December and 7am on 1 January

  • £13.20 For the first 143yds or 25 secs or combination of distance & time (or part)
  • £0.60 For each additional 143yds or 25 secs or combination of distance & time (or part).

All luggage carried inside or outside of the passenger compartment, the carriage of an assistance dog, and a payment by credit/debit card is free of charge.

Extra charges: £0.50 Where licensed to carry 1-4 passengers, each passenger, in excess of one.

Soilage charge: If this vehicle is damaged or soiled by a passenger, the driver or proprietor is entitled to charge a £100.00 soilage fee to recover all costs of cleaning or repairing such damage or soiling from the person responsible.

How to take part

The consultation period is from 27 March 2025 to 10 April 2025. Any objections to the revised table of fares must be made in writing before the end of the consultation period and addressed to:

The revised table of fares will be effective from 11 April 2025, unless any objections are made and not withdrawn during the consultation period, in which case the revised table of fares (with or without modifications) will come into effect on a later date following consideration of those objections.
