The government has introduced a new Plan-making system (The Town and Country Planning (Local Planning) (England) Regulations 2026) and the Council must start to prepare a new local plan, the Horsham District 2045.

At this very first stage of plan making we are asking for your initial thoughts as to the issues that the new local plan for the District should consider, such as jobs, infrastructure, design and the environment and the types of homes we need.

This consultation is open for a period of four weeks, from 9am on 30 June 2026 to 5pm on 28 July 2026.

It is important to note that the Council is not allocating specific sites at this stage in the process.  We are, however, conducting a Call for Sites which will be open for submissions for a period of eight weeks, commencing 30 June 2026 until 25 August 2026.

In accordance with Regulation 20 of the Town and Country Planning (Local Planning) (England) Regulations 2026, Horsham District Council gives notice that the Scoping Consultation for the Horsham District 2045 will commence on Tuesday 30 June and close Tuesday 28 July 2026.  During this period, the Council is inviting representations on:
  • most useful methods of consultation and engagement
  • the vision of the local plan, and your ideas on what the plan should contain

Representations on the Horsham District 2045 Scoping Consultation must be received by 5pm Tuesday 28 July 2026.

Alternatively, copies of the response form can be requested by emailing horshamdistrict2045@horsham.gov.uk and completed forms may be returned by email to horshamdistrict2045@horsham.gov.uk, or by post or hand delivery to Strategic Planning Team, Albery House, Springfield Road, Horsham, RH12 2GB.

When making representations to the Scoping Consultation, you can also request to be kept informed of the following stages of plan preparation:

  1. On the making available and consultation on the proposed Local Plan content and evidence (the second formal consultation on the Local Plan under regulation 23(1)(b) of the Town and Country Planning (Local Planning) (England) Regulations 2026).
  2. When the Council publishes any observations or advice they receive from a person appointed by the Secretary of State (under section 15CA(5) of the Planning and Compulsory Purchase Act 2004 (as amended)).
  3. On the making available and consultation on the proposed Local Plan (the third formal consultation on the Local Plan and submission documents under regulation 27(1)(b) of the Town and Country Planning (Local Planning) (England) Regulations 2026).
  4. The submission of the Local Plan to the Secretary of State for independent Examination (under section 15D(1) of the Planning and Compulsory Purchase Act 2004 (as amended)).
  5. When the date, time and place of the Examination hearings and the name of the Examiner is published (under regulation 35(2) and regulation 35(1)(a) of the Town and Country Planning (Local Planning) (England) Regulations 2026)
  6. If the Examination is paused by the Examiner so that further work can be carried out (under section 15D(7) and section 15DA of the Planning and Compulsory Purchase Act 2004 (as amended)).
  7. When a document or evidence is sent to the Examiner and/or published whilst the Examination is paused (under section 15DA(6) and 15DA(7) of the Planning and Compulsory Purchase Act 2004 (as amended).
  8. When the Examiner's recommendations and reasons are published (under section 15D or section 15DA, and in accordance with section 15D(13) or section 15DA(10) of the Planning and Compulsory Act 2004 (as amended)).
