Battery storage, or battery energy storage systems (BESS), are devices that enable energy from renewables, like solar and wind, to be stored and then released when the power is needed most.

The installation of a grid-scale battery energy storage system (BESS) is likely to require planning consent. In England and Wales, planning decisions on BESSs are determined by local planning authorities.

Hazardous Substance Register

Hazardous Substance Consent is required when substances on a site are at, or in excess of the 'controlled quantity' as set out in the Planning (Hazardous Substances) Regulations 2015.

Whilst the Council is the determining authority for Hazardous Substance Consent we will seek advice from the Health and Safety Executive. This advice, together with all other consultation responses and representations, will inform decision making.

Hazardous Substance Consent is not a planning application and therefore it is important to recognise there are different matters we must consider.

Section 28 of the Planning (Hazardous Substance) Act 1990 requires the Council to maintain a public register of sites at which hazardous substances are permitted to be located.
