Better Billingshurst Community Fund and Investment Programme
Better Billingshurst is an investment programme to assist with the delivery of improvements to infrastructure and community facilities in Billingshurst.
Billingshurst needs additional investment because some of the infrastructure and facilities have not kept pace with residential and commercial development in recent years.
Horsham District Council is committed to building thriving local communities and wants to provide improvements to the public realm and community facilities in Billingshurst.
Over the last two years, the Council has been working with Billingshurst Parish Council, local community groups and key stakeholders to develop a shortlist of potential infrastructure projects. The Better Billingshurst Background Report contains details of the research undertaken, identifying existing deficits and exploring a range of possible improvements, their feasibility, including an assessment of any constraints to delivery and the indicative project and ongoing revenue costs.
In Summer 2025 we ran a Public Consultation to find out which of these improvements you wanted to see. A report summarising the feedback received is available.
In February 2026 a Spending Panel formed of representatives from Horsham District Council, Billingshurst Parish Council and Billingshurst Community Partnership met to discuss which projects should be taken forward for investment (subject to further detailed assessment and design development).
Projects recommended for funding via the Better Billingshurst Fund:
- Upgrades to the Billingshurst Women’s Hall to improve accessibility and safety
- Provide the funding needed to apply to the Football Foundation to deliver a 3G pitch at Jubilee Fields
- A new seating area at Station Road Community Gardens
- Deliver changing room upgrades for women and girls and make improvements to the pavilion at Jubilee Fields
- Provide a new clubhouse at Billingshurst Bowling Club
- A new path at Lower Station Road Recreation Ground
The Council will work closely with key partners to bring forward the following projects forward via applications to use the funds available from developer contributions
- Deliver drainage improvements at Jubilee Fields
- Provide a variety of new and improved facilities in parks and open spaces in Billingshurst including improved seating, new pathways, a pump track and sensory, natural and accessible play facilities for children
- A new children’s play area at Jubilee Fields
Better Billingshurst Community Grant
Through the early-stage stakeholder engagement undertaken as a part of the Programme, the Council received numerous suggestions that would benefit local community groups and initiatives, but would not be considered infrastructure improvement projects which this Programme is designed to deliver.
Communities are built on the social ties and sense of place often created from local initiatives and led by people in their own community. In recognition of this, the Council set aside a small proportion of the fund to create a Community Grant to help fund these local initiatives.
Applications for the Better Billingshurst Community Grant were submitted from many worthy local organisations and community groups between July and September 2025 and reviewed in accordance with the Council’s Community Grants Policy.
The Council is pleased to report that grant funding was awarded to the following local groups and initiatives:
- Billingshurst Bowling Club – for bowling green improvements
- Billingshurst Community Partnership - for its Open Gardens Project
- Billingshurst Primary Academy Bees - for its outdoor play area and learning scheme
- Billingshurst Primary Academy – to improve garden spaces
- Billingshurst Women’s Hall – for playground upgrades and benches
- Horsham Matters – for mobile foodbank running costs
- The Weald Community School – to support its Greenpower Racing Team
The total grant funding package exceeded £13,000.

Further information
Billingshurst has experienced, and continues to experience, large-scale development and for some time the Council has recognised that investment in some supporting infrastructure in the Parish has not kept pace with the rate of residential and commercial development.
This makes Billingshurst distinct from other settlements in the District that have also experienced large-scale development but have benefited from improvements in their facilities and services.
In order to spend the £1million fund, clear and robust governance arrangements for the prioritisation of projects for investment were prepared and subsequently approved by Cabinet in Summer 2025.
A Spending Panel formed of representatives from Horsham District Council, Billingshurst Parish Council and Billingshurst Community Partnership met in February 2026 to decide which projects would be taken forward for further project assesment and development. The work undertaken for the Better Billingshurst Programme and the constitution of the Spending Panel has also helped to identify where developer contributions should be directed towards suitable projects. It should be noted, however, that applications to secure this funding for the identified projects will still need to follow the usual process detailed on the Council’s website.
Around £1.5m has been collected from developers (known as Section 106 Contributions) as housing developments have progressed. Horsham District Council has earmarked a further £1m to spend on infrastructure, creating a total overall fund of around £2.5m to invest in Billingshurst.
