Authority Monitoring Report

The Authority Monitoring Report contains information on the implementation of the Local Development Scheme (LDS) and the extent to which the planning policies set out in the Local Plan are being achieved. This enables the effects of a policy to be monitored transparently to enable a plan to respond quickly to changing circumstances and to implement change where a policy may not be working as anticipated. It is required by Section 113 of the Localism Act 2011.

The Authority Monitoring Report also sets out the Council's latest position in terms of five year housing land supply. The latest update published on 30 April 2025 is available below.

In order to provide greater flexibility in the monitoring system, the Authority Monitoring Report has been broken down into a series of chapters rather than one complete document, each of which are available to download below. This will enable each chapter to be updated as and when information becomes available.

2023/24 Report

Housing Delivery Test - Action Plan

The Housing Delivery Test (HDT) was introduced in 2018 by the Ministry of Housing, Communities and Local Government (MHCLG). It is published annually as a way for central government to monitor the numbers of homes that are being built in local planning authority areas.  The HDT counts the number of new homes delivered in the area in the previous three years and compares this to the local housing requirement, which is set nationally using the standard methodology.

If a local planning authority’s housing delivery over those three years falls below their housing requirement for that period, they are required to take certain actions in order to address this under-delivery.

The latest HDT was published in December 2024, covering the period 2020/21, 2021/22 and 2022/23. Horsham District Council scored 62% delivery against national housing targets. For Horsham District this means that:

  • The ‘presumption in favour of sustainable development’ applies when planning applications for housing are considered as set out in paragraph 11 of the NPPF
  • When calculating the five year housing supply for the Council a 20% buffer must be added to the overall five year housing target
  • An Action Plan must be prepared, setting out how it will seek to ensure the delivery of new homes
